Why the number decreased. The audit did not erase the
underlying presentations. It stopped counting duplicates, direct
consequences, complementary equations, and coordinated displays as though
they were independent requirements. Several larger collections are now
explicitly counted once as composite challenges.

What every formal requirement needs
- A permanent identifier and concise statement
- The exact input text, values, or dataset
- A fully specified calculation or search procedure
- A clear pass/fail criterion
- The applicable 25/52 comparison rule
- A reproducible program, calculation, or documented verification method
- Disclosure of dependencies, shared values, rounding, and selection choices
- Credit to the original source when a claim came from another author or presentation
How to interpret these totals
The documented count describes the current scope of the formal challenge. It is not a cumulative probability and does not imply that all requirements are statistically independent. Evidential weight depends on correctness, selection procedures, dependencies, comparison populations, and reproducibility. The fourteen scientific-foreknowledge requirements are counted individually because each has its own permanent identifier and fixed statement in allrequirements.htm.

The panel consists of exactly three judges, all approved in writing by Alvin
